[ARCHIVED] Nov. 4: District 2 Special Election

A Special Municipal Election is scheduled on Tuesday, Nov. 4 for voters in District 2 to decide on the question of recall for Poway Councilmember Tony Blain. The election will be held in consolidation with the California Special Municipal Election on Nov. 4 and coordinated through the San Diego Registrar of Voters office (ROV).

Following a process governed by California Election Code, the Poway City Council voted 4-0 (with Councilmember Blain abstaining) at the Aug. 5 council meeting to accept the Certificate of Sufficiency from the ROV, which verified the minimum number of valid signatures from the recall proponents, and call for the special election. 

Signatures in support of a recall election were gathered by proponents and submitted to the Poway City Clerk’s Office, with support from the ROV, within the guidelines specified by station election codes. The ROV issued a Certificate of Sufficiency when the minimum number of valid signatures were verified. Once the Poway City Clerk’s Office received the Certificate of Sufficiency, they were required to submit it to city council at its next regular meeting. 

Timeline/Background

March 19 – Notice of Intention to circulate a Recall Petition for Councilmember Tony Blain, District 2, was filed in the City Clerk’s Office.

April 17 – The Notice of Intention met the statutory requirements and was approved for signature collection. (Proponents were required to collect no less than 2,425 valid signatures of registered voters in District 2 within 90 days.)

July 16 – Proponents submitted the petition to the City Clerk’s Office. Representatives from the San Diego Registrar of Voters (ROV) were present when the petition was submitted.

July 30 – ROV issued a Certificate of Sufficiency. A total of 2,946 signatures were submitted and 2,425 signatures were found to be valid (the ROV stops verifying signatures once the threshold is met).

August 5 – City Council accepts the Certificate of Sufficiency at the first regular meeting following the ROV review, and adopts a resolution to call, order and give notice of holding a Special Municipal Election. 

November 4 – Voting will be held in consolidation with a statewide Special Municipal Election and coordinated through the ROV
