UPDATED 11/7/25 - The City of Poway was notified by Tony Blain on Wednesday of his resignation from Poway City Council, effective immediately. Blain was elected in November 2024 to represent residents in District 2 and his resignation comes the day after initial results provided by the San Diego County Registrar of Voters (ROV)showed 80% of voters in his district supported a citizen-led recall ballot measure.
A special City Council meeting was held on Friday, Nov. 7 to discuss the schedule and process for moving forward consistent with California state election code. In April, Poway City Council unanimously approved a new policy that requires a special election when filling a vacancy occurring within the first 18 months of a councilmember’s four-year term. After discussing the options, council voted 4-0 to continue the item, citing that they wanted to wait until the ROV was able to provide special election costs in order to make a more informed decision.
At the meeting, Poway City Council members unanimously voiced their commitment to hold a special election to ensure voters in District 2 select their next councilmember.
