Information Required for Application

Stormwater Industrial General Permit (IGP) Requirements

In accordance with California Senate Bill No. 205, the City updated its business certificate process to require SIC code(s) for new business license applications and renewals. Businesses are required confirm coverage under the Statewide Industrial General Permit (IGP), Order NPDES NO. CAS000001, if required.  The new business license requirements are effective for all business certificate applications/renewals submitted to the City on or after January 1, 2020

Some industrial businesses will obtain business certificates within the City, but their physical business is located in another jurisdiction.  These types of businesses install products they fabricated outside of the City limits.  In this case, the jurisdiction where the physical business is located will be required to assess the requirements of SB 205 for that business. .  For that reason, the City will not collect SIC code(s) or determine if the physical location, that is outside of the City’s jurisdiction, is subject to the IGP.

Federal Employer Identification Number

This number may be obtained from the Internal Revenue Service or by calling 800-829-1040.

Resale License / Seller’s Permit

A seller’s permit number is required for all persons selling tangible property, which is subject to state sales and use tax. Contact the State Board of Equalization. You may apply online or in person. For more information, call 858-385-4700.  

State Tax Identification Number / State ID

Businesses are required to obtain a state identification number to report employee taxes to the state. For more information, call 888-745-3886.

Agriculture, Weights & Measures - Standards Enforcement

The annual registration and inspection of commercial weighing and measuring devices is required by law before they are placed into service. For more information, contact the  County of San Diego or call 888-878-3722.

North American Industry Classification System (NAICS) Code

The North American Industry Classification System (NAICS) is the standard used by federal statistical agencies in classifying business establishments for the purpose of collecting, analyzing, and publishing statistical data related to the U.S. business economy. Standard Industrial Classification (SIC)

The SIC is a system for categorizing establishments using a four-digit code. It is applicable to all business types and is self-selected when you apply for a Business Certificate with the City. The SIC Code you select should be based on your primary business function or the activity. It is important to select the appropriate SIC Code(s) for your business because the SIC code(s) may affect the stormwater permit coverage status of your facility/facilities. Fictitious Business Name

To ensure that no other business lays claims to your firm’s fictitious name (a name that does not include your surname), the business owner must register the name through the County Clerk. Fictitious name or DBA (doing business as) are one and the same.

Contractor’s License

A contractor’s license may be required. Call 858-668-4401 for more information. 

Health Permit

Any business that handles, prepares, or sells food or edible items must contact the County of San Diego Environmental Health Department for a Public Health Permit. The permit number is required information on the City of Poway Business Certificate application.

Subleasing Business Certification Information

If you are subleasing space from another business, you must provide the owner name and the business certificate number for that business. This information is used by Safety Services to determine if an additional inspection is required.
