The Poway Redevelopment Agency was formed in 1983, with the adoption of the 8,200-acre Paguay Redevelopment Project Area. The Agency is a separate legal entity from the City and has separate revenue sources and financial records. The Poway City Council serves as the Board of Directors, and the City Manager serves as the Executive Director for the Agency.

What is Redevelopment?

Solara housingFormation of a redevelopment agency allows the City to retain a larger portion of local property tax revenues. Those dollars then go directly to benefit members of the community.

Since its formation, the Poway Redevelopment Agency has invested millions of dollars in the local community including the creation of new parks and community facilities, new and improved roadways, commercial and industrial revitalization, enhanced school facilities, and new affordable housing developments.

The goal of the Agency is to build and maintain a community where future generations can enjoy the same quality of life that Poway residents enjoy today.

 

What Does the Redevelopment Agency Do?

All funding which goes to Poway's Redeveloment Agency must, by law, be reinvested in the community. The Agency builds new affordable housing, rehabilitates existing housing, offers commerical and residential rehabilation loan programs, first-time homebuyer programs, promotes economic development within Poway, helps ensure housing laws are enforced fairly, invests in a variety of infrastructure projects and more. 

Many of the parks, sidewalks, roadways and sewer and water lines residents use daily have been funded in part or entirely utilizing Redevelopment funds. Without the existence of the Redevelopment district, these projects may never have been constructed.  Browse the links to the left of the screen to learn more about the Agency's activities and determined efforts to improve the built environment.

Implementation Plan

Every five years the redevelopment agency prepares an implementation plan that identifies future revenues and proposed redevelopment projects and programs. You can view the current Redevelopment and Housing Implementation Plan for 2010-2014 here: 2010-2014 Poway Redevelopment Implementation Plan.
